CHAPTER SEVEN-UNITED STATES MISSION STATEMENT 04-03-16

This Chapter is the Writers idea of what a proposed United States Mission Statement should . Writing such a mission statement requires enlightened and responsible citizens knowledgeable of the Constitution and a vision that provides for the common welfare of all United States and world citizens. Success means satisfying reasonable expectations. Approval and implementation of such a mission statement requires dedicated citizens accountable for it's success. Is it possible such a mission statement could possibly be created given the dysfunctional environment created by citizens, partisan political parties, the lack of spiritual leadership, and all special interests. All propositions presented below are fault lines that require addressing. There are many more fault lines that need to be identified and addressed by priority. The United States has all the human and material resources required to be successful-with one exception. 

The future quality of life of all nations may be dependent on a United States committed to successfully balancing innate spiritual and physical needs within a constitutional republic form of government, with checks and balances, that hold all citizens and leaders accountable to laws and principles all nations aspire to. But, both citizens and leaders lack the discipline necessary to maintain these commitments. The United States recognizes it is a disfunctional nation lacking Constitution, principles, and spiritual leadership at all levels. Citizens of all nations are faced with similar paralysis. In this global atmosphere all citizens experience dispair and hopelessness for themselves and their families. Christian believers and non-believers recognize these challenges. Yet, are unable to reach and find consensus. Families, cultures, races, and religions all experience increasing divides that spread discontent. The mesmerising growth of technology consumes the human mind and distracts attention from those constitutional laws, innate principles, and morals that provide and sustain healthy societies. This growing world paralysis must be replaced with a global commitment to Constitution laws and innate principles that protect all parties from their inherit weaknesses.

There is concensus that the future welfare of world nations is dependent on the United States rising above it's present dysfunctional government and providing the world leadership necessary to bring national and international political, economic and financial stability. Failure isn't an option. The future of civilization requires a unity of nations to merge human and natural resources and begin to resolve national and international human and environmental challenges.

United States resources include: First, an abundance of natural resources. Second, advanced capability to design, manufacture, and emplement complex macro and micro processes . Third, world class colleges, universities, and research centers. Fourth, world class health institutions. Fifth, world class scientists in every field. Sixth, the highest class of entrepreneurs ever known to exist in the modern world. Seventh, the most imaginative and capable management talent ever known. Eighth, the United States Constitution, designed with checks and balances that protect the people from the government, the government from the people, and boundaries, if followed, limits the dark side of human nature.

United States liabilities include: First, choosing to violate critical Constitution requirements. Second, choosing partisan politics over the welfare of the nation. Third, addiction to partisan politics. Fourth, societies negative impact on the environment and all life. Fifth, The arrogance of liabilities one thru four provides the excuse to divide the nation politically, theologically, racially, and culturally. This arrogance has propogated rudeness, a lack of civility, and intolerance for any logical or meaningful dialogue.

The United States is held in bondage by partisan political parties that control the votes of a majority of the Legislative Branch of government. Partisan political parties also control congressional votes by dictating the party political agenda. An electorate, dependent on partisan politics, votes the party line. Therefore, all legislative decisions are driven by partisan politics dedicated to retaining party dominance and political influence. The welfare of the nation is disregarded.

Therefore, we have a nation divided, dysfunctional, fiscally flawed, and a threat to the economic future of all world nations. How do we plan our way out of this mess? Politicians, for selfish reasons, have failed to inform, educate, and prepare the electorate for a new way of life in a global world. The electorate does not reward politicians that ask more then citizens are prepared to give. Now, the United States requires an informed electorate prepared to hold their elected representatives accountable to an agreedon Constitution and related principles.

Given a dysfunctional Congress and an absent electorate, the nation becomes dependent on the Executive Branch. However, the Congress refuses to take responsibility and blames the President for the State of the Union. 

United States Presidency-Power Center of the World:

The Founders never intended the Presidency to become the power center of the world. Congress gave the President powers beyond those granted by the Constitution and now refuses to amend the Constitution. In The Making of America-The Substance and Meaning of the Constitution, W.Cleon Skousen states: The Founders would be amazed to learn that the President has been burdened with responsibilities that were never intended by the Constitution and the Founding Fathers.

Here are the basic powers and responsibilities assigned to the President by the Constitution:

The Chief executive officer of the whole executive branch of the government.

The chief diplomat in handling foreign relations.

The chief architect for needed legislation.

The conscience of the nation in granting pardons or reprieves when he feels justice requires them.

The President shall recommend to the Congress such measures as he shall consider necessary and expedient to improve the general welfare of the nation.

The President shall be Commander in Chief of the Army and Navy and of the Militia of the several States, when called into service.

The President may make treaties and appoint officers provided the Senate approves.

    Filling vacancies during recess of Congress.

   The President shall from time to time deliver to Congress the State of the Union.

The President shall see that the federal laws are faithfully administered and executed.

Today, Congress has expanded additional powers, responsibilities, and budgets to the President in order to avoid political responsibility and accountability to the electorate. Here are a few of the things Congress has assigned to the President while refusing to amend the Constitution to allow it:

The responsibility of maintaining full employment for the work force of the entire nation.

Allocating billions of dollars for educating the young.

Administering a network of health agencies.

Intiating various types of federal programs on a regional basis to replace many powers and activities originally reserved to the sovereign States.

Monitoring the manufacturing and distribution of food and drugs and requiring special permission before any drug can be distributed.

Now, we must design a United States Mission Statement that defines how we transform a dysfunctional and fiscally unstable government to a functional and fiscal conservative government that is defined by a nation living within the requirements of it's Constitution. The goal is to build a nation whose true State of the Union shows compliance with it's Constitition and related principles.

Human adaptation to an exploding technology needs a level of enlightenment that provides a higher understanding of how to minimize the darker side of human nature. Humans balanced on the light and constructive side of human nature can make changes necessary to establish twenty first century constitutions and a return to ageless principles that sustain quality lives and stable families. A rapid advance of human enlightenment is needed. World change is accelerating and humans need to develop coping skills at the same rate.

Education is no longer a luxury in a rapidly changing world. A peaceful world that exists in harmony with the environment and sister nations requires a level of enlightenment never seen before. See Chapter One, Enlightenment.

The acceleration of technology and communications is reducing world communities to one global village. A stable world needs enlightened world citizens. The future belongs to the children of all nations. Today’s generation can assure that tomorrow’s children are enlightened and prepared to build a future free from continuous conflict and chaos. The United States can be that beacon of light that gives hope to all world citizens. A mission plan is a step toward fulfilling  that goal. This is the moment for all secular and faith driven citizens to unify around this goal.

Proactive enlightened and independent citizens can form a bi-partisan committee to draft a United States Mission Statement designed to fulfill the need for a twenty first century United States Constitution. Their primary function is to propose constitutional amendments that lead to a twenty first century constitutional republic with checks and balances. This is the first step toward becoming a beacon of light and hope for all world nations. This was our Founding Fathers intention and fervent hope.

An enlightened Citizen Committee can petition the United States Congress to pass the necessary legislation and amendments necessary to schedule, fund, and implement the necessary propositions in this United States Mission Statement. These propositions and recommended legislation could be included on ballots for the next election. If approved by the electorate the legislation and amendments must be ratified and become a part of the Constitution of the United States. They shall become a part of the Constitution immediately after Two-Thirds of the qualified people, who vote, or when Three-Fourths of the states ratify them, or after Two-Thirds of the qualified people in some of the states, who vote, and the other states call a convention and ratify them by a Two-Thirds vote, giving a total of Three-Fourths of the states having ratified the amendments.nited States Congress to pass the necessary legislation and amendments necessary to schedule, fund, and implement the necessary propositions in this United States Mission Statement. Constitution Article V.I

Should the people of the states desire an amendment which the Congress will not pass, a constitutional convention shall be convened upon the request of two-thirds of the state legislatures, and if three-fourths of the state legislatures or state conventions afterward ratify any recommended changes, they shall become part of the Constitution.

The authority for ratifying the constitution by a vote of the people is derived from the Declaration of Independence: “That to secure these rights, governments are instituted among Men, deriving their just powers from the consent of the governed. That whenever any Form of government becomes destructive of these ends, it is the Right of the People to alter or to abolish it, and to institute a new Government, laying its foundation on such principles and organizing its powers in such form, as to them shall seem most likely to effect their Safety and Happiness.”

It would be better if Congress or the States exercised their duties and amended the constitution, but since they have a vested interest in maintaining the current status they may continue to postpone action while our government flounders. It is my hope that the governors and legislatures of the various states take the initiative to insure that these amendments are on the 2013 ballots so that the Citizens can vote for or against them.

When these Propositions are accepted and ratified the United States must challenge world nations to join in a movement toward a universal constitutional republic form of government that can, if followed, bring freedom, prosperity, and peace to all world citizens. Chapter Eight, United States Mission Statement, is submitted for review, comments, and recommendations. Success is dependent on the United States commitment and conformance to a twenty first century constitutional republic with checks and balances. Only then can the United States fulfill the Founding Fathers hope that world nations would also gain freedom, prosperity, and peace. Too fail is not acceptable. The following steps must be taken.

Step One-Declare a U.S Summit meeting and complete the following tasks:

Task One: Establish and publicly release a non-partisan U.S National and Universal Mission Statement[see Part Nine] defining 21st Century commitments, policies, and goals for the 21st Century. This Mission Statement must declare a national alert and call on U.S. Congress, governors and citizens to jointly participate in defining and implementing a course of action that transitions this dysfunctional nation to a functional nation. This path must lead to ending world conflict and securing a peaceful future for all world citizens. The President, Supreme Court, or any Congressional Representatives that feel they cannot act, non-partisan, for the welfare of this nation and world citizens must immediately submit their resignation. The common welfare of the nation and world citizens has gone unheeded for too long and the age of accountability is here to stay. Citizens must understand that a functional nation requires a President that is knowledgeable of the Constitution,recognizes critical fault lines, and coordinates with Congress, Supreme court, state governors, and Citizens to take that action required for the nation’s common welfare. Citizens must recognize that a Presidents effectiveness is dependent on the cooperation of all government branches and especially the support of unified citizens. While we have an image of them as superheroes, they are much weaker and more limited than we give them credit for.

Task two: Call a world summit meeting and enlist fellow nations that can commit to a Universal Mission Statement[see Part Eight] that pledges an end to world conflict and a path to a peaceful future. From this base begin the development and implementation of policies and goals that will convince reluctant nations to commit.

Task Three: Establish a U.S. Citizens Governors Task Force representing all states. Their task is to develop those guidelines, policies and goals necessary to instill and establish a U.S. Society in harmony with the environment and human values that once again can make the U.S the envy of all other nations and a beacon of hope to all world citizens. U.S. Citizens are capable of meeting this challenge if we become a unified nation and once again rise to the standards set by our Founding Fathers and those that have died in battle for the nation they served.

Task Four: World nations are on a quest for survival in the 21st Century. There may be too few natural resources to meet the demands of an expanding civilization. This condition is aggravated by powerful nations that control and consume these resources. World nations must realize that sharing and conserving natural resources is our only path to survival. Wasting natural resources thru chaos, conflict, and poor planning is no longer tolerable. World design, development, production,and sale of weapons of mass destruction must stop now. World citizens must establish accountable and functional governments characterized by strong values, efficiency, knowledge, and an understanding of how to best serve the common welfare of all world citizens.

Task Five: U.S. Citizens must now act to establish and preserve the future welfare of it’s citizens. The following legislative action is required to transition a dysfunctional government to a 21stCentury and full time functional government designed, trained, and dedicated to near and long term environmental and social challenges. Government shall initiate and implement congressional bills and constitutional amendments, as applicable, to authorize and implement the following U.S. Citizen Directives:

Seven priciples of Mindful Wealth, as written by Mike Adams, the Health Ranger:

 Principle #1: Most people limit their wealth by choice. (Either consciously or unconsciously.

 Principle #2: Money is not evil. The way money is EARNED and SPENT is good or evil, depending on the ethics applied to it.

 Principle #3: Money shall be accumulated (earned) in service of protecting sustainable life. (it shall also be earned ethically, honestly and without deception.)

 Principle #4: Money shall be redistribute (spent) in service of protecting sustainable life.

 Principle #5: Wealth shall not be hoarded.

 Principle #6: Poverty is not pious. You do not gain bonus karma points for living in poverty.

 Principle #7: Natural living advocates have a moral obligation to mindfully atrtract and redistribute vast amounts of wealth in alignment with their core beliefs, and with full honesty in their  methods.

Return Constitution curriculum to all schools to prepare an electorate to fulfill their Constitution responsibilities. Agree that corporations and unions are not people and get them out of campaign finance shenanigans. Allow only individuals to contribute to campaigns and limit those 

The following propositions declare the intent of United States Citizens to pursue a path that leads to a twenty first century constitutional republic that meets Founding Fathers vision for freedom, prosperity, and peace. This path requires changes that will return our nation to Constitutional requirements and principles lost in past years. The following propositions constitute this mission statement.

PROPOSITION

Initiate an amendment that defines minimum requirements for certifying United States Citizens have advanced instruction and understanding of their Constitution, Federalist Papers and citizenship responsibilities as required by the Founding Fathers of the Constitution. A lasting constitutional government requires an enlightened electorate. Chapter One, Enlightenment, addresses this subject.

Benjamin Franklin:

“A nation of well-informed men who have been taught to know and prize the rights which God has given them cannot be enslaved. It is in the region of ignorance that tyranny begins.”

PROPOSITION

An amendment is required to define boundaries that limit war, conflicts, and entangling alliances, attachments, treaties, etc with other nations.

Thomas Jefferson:

“Peace, commerce, and honest friendship with all nations, entangling alliances with none.”

George Washington:

“So, likewise, a passionate attachment of one nation for another produces a variety of evils.”

“Excessive partiality for one foreign nation and excessive dislike of another cause those whom they actuate to see danger only on one side and serve to veil and even second the arts of influence on the others.”

“It is our true policy to steer clear of permanent alliances with any portion of the foreign world.”

“Temporary alliances” may be justified for “extraordinary emergencies,” but otherwise, “harmony, liberal intercourse with all nations are recommended by policy, humanity, and interest.”

Writer’s comment: The United States must strive to become the great world peacemaker. America, a neutral nation of races, constitutional law, and principals must be the world peacemaker. The Founding Fathers quest must not be denied. However, Americans must first re-discover themselves and live by the 286 principles found in the Constitution.

PROPOSITION

An amendment is required to establish boundaries that prevent subjecting our servicemen to continuous combat engagements that permanently physically and mentally cripple them and their families.

PROPOSITION

An amendment to require the establishment, funded by citizens, of a Bi-partisan Enlightened Citizen Committee authorized to monitor, hold accountable, and report to citizens the status of all government functions.

PROPOSITION

An amendment is required to clarify separation of church and state and validate the following:

The federal government or states shall not meddle in religious matters in any way, nor is it to interfere or prohibit the free exercise of any religion.

There must be no use of tax funds to subsidize any religion.

Religious Institutions must be taxed like all other institutions in order to maintain independence and free will to exercise their views and establish their credibility.

Religions must be independent and free to protest, demonstrate, and lobby for those Christian principles that strengthen the nations morals, actions, and global policies.

 

PROPOSITION

An amendment is required to establish boundaries on allowed national debt.

PROPOSITION

An amendment is required to establish the process by which Supreme Court judges are appointed. Partisan politics have destroyed the nations confidence in Supreme Court justices. A Non-partisan enlightened Citizens Committee should appoint Supreme Court judges.

PROPOSITION

AN amendment is required to establish minimum qualifications for all government elected and appointed offices.

PROPOSITION

An amendment is required to establish a once only six year term for senators and a once only 8 year term for congressman.

PROPOSITION

Filibusters are procedural delays that outnumbered lawmakers use to try to kill bills and nominations. These days, lawmakers intent on killing a bill simply inform majority Democrats that to pass the measure, they will need yes votes from 60 of the 100 senators. Nothing can pass that threshold without at least some of the other party support. And that brings the Senate virtually to a standstill on a list of sweeping legislation. The resulting gridlock stops the nation at critical times.

A Senate Hold is an informal practice by which a Senator informs his or her floor leader that he or she does not wish a particular bill or other measure to reach the floor for consideration. The Majority Leader need not follow the Senator’s wishes, but is on notice that the opposing Senator may filibuster any motion to proceed to consider the measure. Senators are permitted to freeze nominations as political leverage for concessions on their pet issues. Nominees for critical government offices are left hanging indefinitely until the senators demands are met. The obscure congressional device called a “hold” started as courtesy for senators who couldn’t be present for a vote or had a question about a nomination. Senators welcome it as an additional bit of leverage for scrutinizing candidates or pushing reform. But it is more often used as a political tool to wring concessions from an administration on a pet issue—often unrelated to the nominee—that can delay an appointment for months or even scuttle it. Senators don’t have to publicly reveal the reason behind the hold, or even say that they have placed one.

This is a privilege that must end. An amendment is required.

Writer’s comment: These are behind the scene examples of why our government has become dysfunctional and subject to ridicule and distrust.

PROPOSITION

Pedophiles seek positions in society that bring them in direct contact with world children. Religious leadership positions that involve children are a primary target. Even when child abuse occurs churches have a vested interest in covering up abuse to avoid publicity. The protection of church institutions have become more important then protection of the children. The world is well aware that even the Pope considers himself above the law. An article in the Associated Press reported the following: The head of a Roman Catholic order that specialized in the treatment of pedophile priests visited with then-Pope Paul VI nearly 50 years ago and followed up with a letter recommending the removal of pedophile priests from ministry, according to a copy of the letter released March, 31, 2010. In the August 27, 1963 letter the head of the New Mexico-based servants of the Holy Paraclete tells the pope he recommends removing pedophile priests from active ministry and strongly urges defrocking repeat offenders. Boy Scout organizations are another target for pedophiles.

Writer's comment: An amendment is required to address this issue.

PROPOSITION

An amendment is required to reform the United States criminal justice system.

Writers comment: We need a credible means of reducing the magnitude of the people consigned to prisons.

PROPOSITION

An amendment is required to develop a process for Non-partisan re-redistricting and alternative voting in every state. Let every state emulate California’s recent grass-roots initiative that took away the power to design congressional districts from the state Legislature and put it in the hands of an independent, politically neutral Citizens Redistricting Commission. A majority of Americans are independents that want cooperation and thoughtful ideas regardless of which party promotes them. We know there are senators and representatives that want to end the dehumanization and legislate in the national interest.

States must adopt alternative voting. One reason why third-party, centrist candidates cannot get elected is because if, in a three-person race, a democrat votes for an independent, and the independent loses, the Democrat fears his vote will have actually helped the Republican win, or vice verso Alternative voting allows you to rank the independent candidate your No.1 choice, and the Democrat or Republican No. 2. Therefore, if the independent does not win, your vote is immediately transferred to your second choice, say, the Democrat. Therefore, you have no fear that in voting for an independent you might help elect your real nightmare.

PROPOSITION

A recess appointment occurs when the President of the United States fills a vacant federal position, of a sufficiently senior level that the nomination must be confirmed by the senate, while the Senate is in recess. To be confirmed, the appointment must be approved by the senate by the end of the next session of Congress (which in current practice means by roughly the end of the next calendar year), or the position becomes vacant again. Recess appointments are authorized by Article II, section 2 of the U.S. Constitution: “The President shall have Power to fill up all Vacancies that may happen during the Recess of the Senate, by granting Commissions which shall expire at the End of their next session.”

Writer’s comment: End this excess of Presidential power to play partisan politics.

PROPOSITION

Social Security continues its slide to insolvency. It would be an incredible surprise to citizens if Congress could just once work together and resolve this issue instead of patching it. There are two ways to choose from: First is raise taxes and the second is to lower benefits. Citizens would be awestruck to see a bi-partisan decision from a partisan Congress. It is possible for citizens for unify and direct a decision.

Thomas Friedman of the New York Times carried a quote by Larry Diamond, a Stanford University democracy expert that stated, “If you don’t get governance right, it is very hard to get anything else right that government needs to deal with. We have to re-think in some basic ways how our political institutions work, because they are increasingly incapable of delivering effective solutions any longer.”

PROPOSITION

C-SPAN- Whitehorse Childhood Obesity Program-American Academy of Pediatrics President Dr. Judith Palfrey stated U.S. Health problems are due to abundance and excess of food.

Writer’s comment: Isn’t it ironic that childhood obesity is a critical government issue that requires federal action. The first line of defense against child obesity should be the family, then the county and state, followed by government. What happened to those political parties that campaign against the encroachment of big government? One can only assume that is just campaign rhetoric for impressionable citizens.

Compliance to the Constitution requires:

 That citizens become knowledgeable of their Constitution responsibilities.

That addiction to partisan politics cease.

That citizens empower themselves and be responsible for delegating and reclaiming appropriate powers to state and federal leaders while holding them accountable.

That national fiscal responsibility is required. It is shameful and immoral to pass debt to coming generations. The Founding Fathers forbid it. Addiction to partisan politics lead the nation to immoral behavior and destroys Constitutions and related principals.

That citizens are responsible for clearly defining boundaries for appointed federal and state leaders to follow. It is not fair or logical to expect leaders to guess the will of the electorate.

That citizens must be capable of taking unified positions on major issues as they provide advise and consent direction to federal and state leaders.

Citizen responsibilities defined by the Constitution have never been met. The United States decline began gradually and is now accelerating. The fiscal status is only one indicator. Citizens are experiencing anxiety as they see the efficiency of the government dissipating. Citizen trust in government has evaporated. There is a growing fear that we are heading for a train wreck. Soon, we are going to know the rest of the story.

The future of the United States and world nations is dependent on whether the human race is emotionally, mentally, and stable enough to step up to these responsibilities for any length of time. It is a giant step, actually the ultimate step, for humans. The United States tried and failed. Perhaps, it is time to try again.

Human adaptation to an exploding technology requires reaching a level of enlightenment that allows shifting the balance of human nature from the dark to light side. Humankind balanced on the light and constructive side of human nature can effect changes required to establish twenty first century constitutions and a return to ageless principles that sustain quality lives and stable families. A rapid advance of human enlightenment requires changes that cannot be postponed. Humankind cannot afford to wait on gradual evolution. Nature has incredible response in times of crisis. Human enlightenment requires recognizing and acknowledging that the Propositions defined herein must be realized.

This is the moment to accept responsibility and cease the pleading, begging, and whining for forgiveness of transgressions and actually use the gifts evolution gave and expects us to use.

From the Preamble-This Constitution is ordained and established by “We the people”.

Jefferson: “I consider the people who constitute a society or nation as the source of all authority in that nation”

From the Declaration of Independence: But when a long train of abuses and usurpation, pursuing invariable the same Object evinces a design to reduce them under absolute Despotism, it is their right, it is their duty, to throw off such Government, and to provide new guards for their future security.

An enlightened Citizen Committee must petition the United States Congress to pass the necessary legislation and amendments required to schedule, fund, and implement these Propositions, where indicated, in this United States Mission Statement. Please ensure that the indicated Propositions are included on the ballots for the November 2012 election. To ensure that our government does not perish from the earth, these Amendments must be ratified and become a part of the Constitution of the United States. They shall become a part of the Constitution immediately after Two-Thirds of the qualified people, who vote, or when Three-Fourths of the states ratify them, or after Two-Thirds of the qualified people in some of the states, who vote, and the other states call a convention and ratify them by a Two-Thirds vote, giving a total of Three-Fourths of the states having ratified the amendments. There shall be no time limit imposed for the ratification of these amendments.

Constitution

Article V.1: Should the people of the states desire an amendment which the Congress will not pass, a constitutional convention shall be convened upon the request of two-thirds of the state legislatures, and if three-fourths of the state legislatures or state conventions afterward ratify any recommended changes, they shall become part of the Constitution.

The authority for ratifying the constitution by a vote of the people is derived from the Declaration of Independence: “That to secure these rights, governments are instituted among Men, deriving their just powers from the consent of the governed. That whenever any Form of government becomes destructive of these ends, it is the Right of the People to alter or to abolish it, and to institute new Government, laying its foundation on such principles and organizing its powers in such form, as to them shall seem most likely to effect their Safety and Happiness.”

It would be better if Congress or the States exercised their duties and amended the constitution, but since they have a vested interest in maintaining the Status Que they sit idly by as our government flounders. It is my hope that the governors and legislatures of the various states take the initiative to insure that these amendments are on the 2012 ballots so that the Citizens can vote for or against them.

When these Propositions are accepted and ratified the United States must challenge world nations to join in a movement toward a universal constitutional republic form of government that can, if followed, bring freedom, prosperity, and peace to all world citizens. Chapter Eight, Universal Mission Statement is submitted for evaluation. Success is dependent on the United States commitment and conformance to a twenty- first century constitutional republic with checks and balances. Only then can the United States fulfill the Founding Fathers hope that world nations would also gain freedom, prosperity, and peace. Too fail is not acceptable.

The following propositions declare the intent of United States Citizens to pursue a path that leads to a twenty-first century constitutional republic that meets Founding Fathers vision for freedom, prosperity, and peace. This path requires changes that will return our nation to Constitutional requirements and principles lost in past years. The following propositions constitute this mission statement and are submitted for consideration by a bi-partisan enlightened Citizen Committee of proactive independent citizens.

 

PROPOSITION

An amendment is required to define minimum education requirements for enlightening United States Citizens. A lasting constitutional government requires an enlightened electorate. Chapter One, Enlightenment, addresses this subject.

Benjamin Franklin:

“A nation of well-informed men who have been taught to know and prize the rights which God has given them cannot be enslaved. It is in the region of ignorance that tyranny begins.”

PROPOSITION

An amendment is required to define boundaries that limit war, conflicts, and entangling alliances, attachments, treaties, etc with other nations.

Thomas Jefferson:

“Peace, commerce, and honest friendship with all nations, entangling alliances with none.”

George Washington:

“So, likewise, a passionate attachment of one nation for another produces a variety of evils.”

“Excessive partiality for one foreign nation and excessive dislike of another cause those whom they actuate to see danger only on one side and serve to veil and even second the arts of influence on the others.”

“It is our true policy to steer clear of permanent alliances with any portion of the foreign world.”

“Temporary alliances” may be justified for “extraordinary emergencies,” but otherwise, “harmony, liberal intercourse with all nations are recommended by policy, humanity, and interest.”

Writer’s comment: The United States must strive to become the great world peacemaker. America, a neutral nation of races, constitutional law, and principals must be the world peacemaker. The Founding Fathers quest must not be denied. However, Americans must first re-discover themselves and live by the 286 principles found in the Constitution.

PROPOSITION

An amendment is required to establish boundaries that prevent subjecting our servicemen to continuous combat engagements that permanently physically and mentally cripple them and their families.

PROPOSITION

An amendment to require the establishment, funded by citizens, of a Bi-partisan Enlightened Citizen Committee authorized to monitor, hold accountable, and report to citizens the status of all government functions.

An amendment is required to clarify separation of church and state and validate the following:

The federal government or states shall not meddle in religious matters in any way, nor is it to interfere or prohibit the free exercise of any religion.

There must be no use of tax funds to subsidize any religion.

Religious Institutions must be taxed like all other institutions in order to maintain independence and free will to exercise their views and credibility.

Religions must be independent and free to protest, demonstrate, and lobby for those christian principles that strengthen the nations morals, actions, and global policies.

An amendment is required to establish boundaries on allowed national debt.

PROPOSITION

An amendment is required to establish the process by which Supreme Court judges are appointed. Partisan politics have destroyed the nations confidence in Supreme Court justices. A Non-partisan enlightened Citizens Committee should appoint Supreme Court judges.

PROPOSITION

An amendment is required to establish minimum qualifications for all government elected and appointed offices.

An amendment is required to establish a once only six year term for senators and a once only 4 year term for congressman.

PROPOSITION

A Senate Hold is an informal practice by which a Senator informs his or her floor leader that he or she does not wish a particular bill or other measure to reach the floor for consideration. The Majority Leader need not follow the Senator’s wishes, but is on notice that the opposing Senator may filibuster any motion to proceed to consider the measure.

Senators are permitted to freeze nominations as political leverage for concessions on their pet issues. Nominees for critical government offices are left hanging indefinitely until the Senators demands are met. The obscure congressional device called a “hold” started as courtesy for senators who couldn’t be present for a vote or had a question about a nomination. Senators welcome it as an additional bit of leverage for scrutinizing candidates or pushing reform. But it is more often used as a political tool to wring concessions from an administration on a pet issue—often unrelated to the nominee—that can delay an appointment for months or even scuttle it. Senators don’t have to publicly reveal the reason behind the hold, or even say that they have placed one.

This is a privilege that must end. An amendment is required.

Writer’s comment: These are behind the scene examples of why our government has become dysfunctional and subject to ridicule and distrust.

PROPOSITION

Pedophiles seek positions in society that bring them in direct contact with world children. Religious leadership positions that involve children are a primary target. Even when child abuse occurs churches have a vested interest in covering up abuse to avoid publicity. The protection of church institutions have become more important then protection of the children. The world is well aware that even the Pope considers himself above the law. An article in the Associated Press reported the following: The head of a Roman Catholic order that specialized in the treatment of pedophile priests visited with then-Pope Paul VI nearly 50 years ago and followed up with a letter recommending the removal of pedophile priests from ministry, according to a copy of the letter released March, 31, 2010. In the August 27, 1963 letter the head of the New Mexico-based servants of the Holy Paraclete tells the pope he recommends removing pedophile priests from active ministry and strongly urges defrocking repeat offenders. Boy Scout organizations are another target for pedophiles.

PROPOSITION

An amendment is required to reform the United States criminal justice system.

Writers comment: We need a credible means of reducing the magnitude of the people consigned to prisons.

PROPOSITION

An amendment is required to develop a process for Non-partisan re-redistricting and alternative voting in every state. Let every state emulate California’s recent grass-roots initiative that took away the power to design congressional districts from the state Legislature and put it in the hands of an independent, politically neutral Citizens Redistricting Commission. A majority of Americans are independents that want cooperation and thoughtful ideas regardless of which party promotes them. We know there are senators and representatives that want to end the dehumanization and legislate in the national interest.

States must adopt alternative voting. One reason why third-party, centrist candidates cannot get elected is because if, in a three-person race, a democrat votes for an independent, and the independent loses, the Democrat fears his vote will have actually helped the Republican win, or vice verso Alternative voting allows you to rank the independent candidate your No.1 choice, and the Democrat or Republican No. 2. Therefore, if the independent does not win, your vote is immediately transferred to your second choice, say, the Democrat. Therefore, you have no fear that in voting for an independent you might help elect your real nightmare.

PROPOSITION

A recess appointment occurs when the President of the United States fills a vacant federal position, of a sufficiently senior level that the nomination must be confirmed by the senate, while the Senate is in recess. To be confirmed, the appointment must be approved by the senate by the end of the next session of Congress (which in current practice means by roughly the end of the next calendar year), or the position becomes vacant again. Recess appointments are authorized by Article II, section 2 of the U.S. Constitution: “The President shall have Power to fill up all Vacancies that may happen during the Recess of the Senate, by granting Commissions which shall expire at the End of their next session.”

Writer’s comment: End this excess of Presidential power to play partisan politics.

PROPOSITION

Social Security continues its slide to insolvency. It would be an incredible surprise to citizens if Congress could just once work together and resolve this issue instead of patching it. There are two ways to choose from: First is raise taxes and the second is to lower benefits. Citizens would be awestruck to see a bi-partisan decision from a partisan Congress. It is possible for citizens for unify and direct a decision.

Thomas Friedman of the New York Times carried a quote by Larry Diamond, a Stanford University democracy expert that stated, “If you don’t get governance right, it is very hard to get anything else right that government needs to deal with. We have to re-think in some basic ways how our political institutions work, because they are increasingly incapable of delivering effective solutions any longer.”

PROPOSITIONS

C-SPAN-Whitehouse Childhood Obesity Program-American Academy of Pediatrics President Dr. Judith Palfrey stated U.S. Health problems are due to abundance and excess of food.

Writer’s comment: Isn’t it ironic that childhood obesity is a critical government issue that requires federal action. The first line of defense against child obesity should be the family, then the county and state, followed by government. What happened to those political parties that campaign against the encroachment of big government? One can only assume that is just campaign rhetoric for impressionable citizens.

Compliance to the existing Constitution and these proposed propositions requires:

 

That citizens become knowledgeable of their Constitution responsibilities.

That addiction to partisan politics cease.

That citizens empower themselves and be responsible for delegating and reclaiming appropriate powers to state and federal leaders while holding them accountable.

That national fiscal responsibility is required. It is shameful and immoral to pass debt to coming generations. The Founding Fathers forbid it. Addiction to partisan politics lead the nation to immoral behavior and destroys Constitutions and related principals.

That citizens are responsible for clearly defining boundaries for appointed federal and state leaders to follow. It is not fair or logical to expect leaders to guess the will of the electorate.

That citizens must be capable of taking unified positions on major issues as they provide advise and consent direction to federal and state leaders.

These citizen Constitution responsibilities have never been met. The United States decline began gradually and is now accelerating. The fiscal state is only one indicator. Citizens are experiencing anxiety as they see the efficiency of the government dissipating. Citizen trust in government has evaporated. Politicians know citizens have little or no knowledge of their government or realistic constructive implementable solutions. There is a growing fear that we are heading for a train wreck. Soon, we are going to know the rest of the story.

The future of the United States and world nations is dependent on whether the human race is emotionally, mentally, and stable enough to step up to these responsibilities for any length of time. It is a giant step, actually the ultimate step, for humans. The United States tried and failed. Perhaps, it is time to try again.
